NDR, the Alliance & SACP
The national democratic revolution (NDR) as both a key strategic objective and the most direct path to socialism, is reaffirmed
The CC to develop campaigns that give the NDR a socialist content
The party commits itself to building a mass-based and working class-ANC
A programme raising the profile of the SACP within the Alliance and broader society to be developed
The CC to develop mechanisms of utilising SACP members who are public representatives, in promoting party policies
In light of the tensions and disagreements within the Alliance , there is a need to create space for discussion, debate and criticism.
The public sector, state and economic transformation
The state must intervene in the economy on behalf of the poor and as a way of stimulating socio-economic development
A transformed and representative state staffed by caring public servants, is fundamental for service delivery
Any restructuring of the state that results in the privatisation of basic services and shedding of jobs should be halted
The state should maintain strategic ownership and control in sectors producing public goods and services such as education, health, water, electricity and transport.
On the land question
The SACP to give urgent attention to issues of land reform, agrarian transformation and rural development.
The party to increase its visibility in rural areas by helping organise farmworkers, small farmers and unemployed rural poor.
Fighting HIV/Aids
Mobilise people behind the implementation of a holistic and appropriate government-led strategy to fight the HIV/Aids pandemic.
Contribute and support efforts to develop an appropriate treatment plan
Intensify the campaign against multinational pharmaceutical companies to provide cheaper drugs.
Social security and poverty alleviation
Serious consideration be given to the introduction of the basic income grant
Child support to be extended beyond the age of six
Building ward committees
SACP structures to build capacity so that communities participate in ward committee
Ensure that there is service delivery and partnership at a local level.
On NEPAD
Nepad correctly identifies under-development as the key challenge of Africa
Nepad contains weaknesses on gender and the role of the state in economic and social development.
Sections in Nepad on political and economic governance could be hijacked and used by imperialism in the same way as IMF and World Bank conditionalities
SACP to support and strengthen the strong points of Nepad, while striving to overcome shortcomings and weaknesses of the programme.
Establishing a Young Communist League (YCL)
SACP to re-establish the Young Communist League by July 2003.
A national consultative youth conference to be held to deliberate on aspects relating to the launch of the YCL.
