ANDREW CHIRWA, National of Union of Metalworkers of South Africa (Numsa) 1st Deputy President will make a parliamentary submission on the Draft Employment Tax Incentive Bill, tomorrow Tuesday October 15, 2013, at 9h30am, V457, Fourth Floor, Old Assembly Building, Parliament, Cape Town, Western Cape province.
The Standing Committee on Finance is holding public hearings on The Draft Employment Tax Incentive Bill. The main objective of the Bill is to provide for an employment tax incentive in the form of an amount by which employees’ tax may be reduced and provide for matters connected therewith.
Numsa is vehemently opposed to this Draft Employment Tax Incentive Bill, which is a carbon-copy of the popularly rejected Youth Wage Subsidy. We firmly believe that tax concessions will cause a big cut in tax revenue, and therefore leave less to spend on schools and hospitals and delivering essential services to poor communities. The underlying philosophy of the Bill is: Hand-outs to the poor are bad, hand-outs to the rich good!
If this Bill gets the nod from parliament, Numsa argues that it will have the result of:
(1)Displacing older or unsubsidized workers;
(2) Creating a multi-tiered labour market in respect of both wages, benefits and overall employment conditions, AND
(3) Precipitating a downward pressure on wage bargaining.
